Publisher: PeopleCert (acquired AXELOS 2021). peoplecert.org.

Primary documents (historical)

  • ITIL v3 / 2011 โ€” Service Strategy, Service Design, Service Transition, Service Operation, Continual Service Improvement โ€” five core books. Still in use in v3-trained workforces.
  • ITIL v2 โ€” Service Support, Service Delivery โ€” pre-2007 core. Historical reference.

Owning bodies

  • PeopleCert โ€” current owner of ITIL IP since 2021. Cyprus-headquartered training and certification body, also owns PRINCE2, MSP, P3O, Lean IT, DevOps Institute IP, and several adjacent best-practice frameworks.
  • AXELOS (defunct as independent entity) โ€” owned ITIL from 2013-2021. Joint venture between UK Cabinet Office and Capita.
  • Office of Government Commerce (OGC) (defunct) โ€” owned ITIL from 2001-2013.
  • CCTA (defunct) โ€” UK Central Computer and Telecommunications Agency, originator of ITIL v1.

Training and accreditation providers

PeopleCert delivers certification exams; training is delivered by Accredited Training Organizations (ATOs). Major ATOs:

  • GoodeLearning / GoGood
  • Quint Wellington Redwood
  • ITSM Academy
  • Sage Computing / SACT
  • Pink Elephant
  • APMG-International (formerly an accreditor; reduced role since PeopleCert consolidation)
  • G2G3 / Capgemini Academy
  • Many regional and language-specific ATOs

Self-study + PeopleCert direct exam booking is also widely used, particularly for Foundation.

Tooling ecosystem (commonly cited in practitioner contexts)

ITIL is framework, not tool. Common tooling that shapes practice:

  • ServiceNow โ€” dominant enterprise ITSM platform. ITSM, ITOM, CSM modules. Opinionated ITIL implementation.
  • Jira Service Management (Atlassian) โ€” DevOps-adjacent ITSM. Lighter ITIL framing.
  • BMC Helix โ€” long-standing enterprise ITSM platform.
  • Ivanti Neurons / Ivanti Service Manager
  • Cherwell (acquired by Ivanti)
  • Freshservice (Freshworks) โ€” SMB-oriented.
  • SolarWinds Service Desk โ€” SMB-oriented.
  • ManageEngine ServiceDesk Plus
  • Zendesk (more customer-support than IT-service-management, with ITSM extensions).

Tool selection shapes which practices receive deep implementation. ServiceNow's Configuration Management Database (CMDB) emphasis, for instance, drives Service Configuration Management practice depth in ServiceNow customers.

Adjacent and competing frameworks

  • ISO/IEC 20000-1:2018 โ€” service management management system standard. Certifiable. Direct ISO sibling to ITIL.
  • COBIT 2019 (ISACA) โ€” IT governance framework. Complementary to ITIL; COBIT for governance, ITIL for management.
  • VeriSM (2017-) โ€” value-driven service management framework. Less adopted; saw activity 2018-2020.
  • MOF โ€” Microsoft Operations Framework โ€” Microsoft-specific service management framework. Largely deprecated.
  • TOGAF (The Open Group Architecture Framework) โ€” enterprise architecture; complementary.
  • DevOps body of knowledge / DASA โ€” DevOps-specific framework; some practitioners use as ITIL alternative.
  • Site Reliability Engineering (SRE) โ€” Google-origin; not a framework in the ITIL sense but a coherent body of practice with overlapping concerns.
  • Lean IT โ€” Lean principles applied to IT; complementary.
  • Six Sigma โ€” quality management; some IT applications.
  • Agile / Scrum / SAFe โ€” software development frameworks with operations implications.

Named practitioners and reference voices

ITIL 4 architects and contributors

  • AXELOS chief architects โ€” the team that led the 2019 ITIL 4 design. Less individually-attributed than v3 era; the architecture was institutional.
  • Mark Smalley โ€” long-standing ITIL contributor and trainer. Public commentary on framework evolution.
  • Stuart Rance โ€” practitioner-author with multiple ITIL-related publications.
  • Claire Agutter โ€” ITIL trainer and podcast host. Practitioner-accessible content.
  • Karen Ferris โ€” Australian ITSM voice; organizational-change focus.

Adjacent / critical voices

  • Charles Betz โ€” IT industry analyst (formerly Forrester). Connects ITIL to enterprise architecture and DevOps. Wrote "Managing Digital."
  • Gene Kim โ€” DevOps community (Phoenix Project, DevOps Handbook). Adjacent to but not antagonistic toward ITIL; ITIL 4's HVIT module reflects DevOps community influence.
  • Niko Kaintantzis, Tony Price โ€” Practitioner authors on ITIL adoption.
  • Rob England โ€” "IT Skeptic" โ€” long-running critical commentary on ITIL adoption pathologies. Influential on practitioner-side reform thinking.

SRE community

  • Benjamin Treynor Sloss โ€” Google VP, originator of SRE. SRE book editor.
  • Niall Murphy, Chris Jones โ€” SRE book co-editors.
  • Liz Fong-Jones โ€” SRE / observability practitioner; cross-pollinator between SRE and broader operations community.

Service-management academic / consulting

  • Peter Hill, Aidan Lawes โ€” itSMF (IT Service Management Forum) historical figures.
  • Various Big-Four service-management consulting partners โ€” published thought-leadership on ITIL adoption in enterprise contexts.

Reference resources

  • peoplecert.org โ€” official body. Publication catalogue, certification scheme, exam booking.
  • itil.com โ€” informational, PeopleCert-controlled.
  • itSMF โ€” IT Service Management Forum โ€” user-group membership organization. Country-level chapters (itSMF UK, itSMF International).
  • DevOps Institute โ€” PeopleCert-owned since 2022. Bridges DevOps and ITIL communities.
  • The ITSM Review โ€” practitioner publication.
  • Service Desk Institute โ€” research and benchmarking.

Regulatory and procurement context

  • No regulatory mandate for ITIL. Unlike ISO 27001 (regulatory-adjacent) or TISAX (sector-mandated), ITIL is voluntary.
  • Procurement procurement-readiness benefit. Enterprise RFPs often ask for ITIL-trained workforce or ITIL-aligned operations. Specific certification levels sometimes specified for managed-service providers.
  • ISO/IEC 20000 certification sometimes specified instead of or alongside ITIL adoption โ€” particularly for managed-service providers serving regulated industries.
